New Travel Permit for Foreigners Between HK & Macao to Mainland
From July 10, foreign nationals with permanent resident cards in Hong Kong & Macao have been able to apply for a new type of travel permit – the Mainland Travel Permit for Hong Kong & Macao Residents (Foreign Citizens).
This is aimed to facilitate further the exchange and interaction between the mainland and Hong Kong, Macau, and to promote the integration of Hong Kong and Macau into the national development framework.
The Announcement indicates that foreign nationals with permanent residence permits traveling to and from the Mainland for specific short-term entry purposes may submit such applications to the designated authorities for processing.
Applicants:
- Non-Chinese citizens
- Hong Kong or Macau permanent residents
Short-term entry purposes:
- Investment
- Family visit
- Tourism
- Business
- Seminar
- Exchange, etc.
Designated Authorities: (commissioned by the Immigration Bureau of Mainland China)
- China Travel Service (CTS Hong Kong);
- China Travel Service (Macao)
Validity period:
- Valid for 5 years; single stay shall not exceed 90 days.
Processing Time:
- To be issued within 20 working days after the application is accepted.
Required Documents:
- A completed and accurate application form with a recent photo of the applicant attached
- A valid permanent resident ID card from Hong Kong or Macau. (For non-Chinese HK permanent residents under 11 years old who do not have an ID card, a notice issued by the Immigration Bureau indicating permanent resident status must be submitted.)
- Valid ordinary passport (excluding documents not recognized by the Chinese government), with at least six months of validity.
- Nationality proof documents, such as the “Request for Information” notice from the Hong Kong Immigration Department or the “Personal Information Certificate” from the Macau Identification Bureau, issued within six months before the application date.
- Other necessary documents as required.

Applications must be made in person, and applicants under 18 should be accompanied by their guardians. However, this permit does not allow holders to work, study, or conduct journalistic activities on the mainland. For these activities, the appropriate visa or residence permits should be applied for through the Office of the Commissioner of the Ministry of Foreign Affairs in Hong Kong or Macau, or the local public security bureau in the mainland.
